President’s
Message
As there is
more and more demand on HR professionals to think strategically and look ahead and
beyond to help position their companies to stay ahead of the game, the Dulles
SHRM chapter is positioning itself to help HR professionals gain the knowledge
and skills to enhance their roles as strategic partners. We are focusing more
of our programs on those that offer strategic HR and business practices. For
those of you with the SPHR certification, you know how difficult it is to find
ways to obtain those SPHR credits. We are excited to announce that 5 of our
chapter meetings in 2011 have been pre-approved by HRCI for Strategic Business
credits!
We are also
planning our 3rd Annual Spring Seminar “Expand Your Universe:
Exploring HR Strategies for the Future” with a strategic focus. The full-day
seminar will be held Wednesday, May 4th at the Sheraton Reston. Registration
is now open at http://www.dullesshrm.org/event2011form.asp
and is limited to 100 attendees. Last year we had to close registration early
due to the high demand so sign up early. We look forward to seeing you at our
upcoming events!

Legislative Update: SHRM 2011
Legislative Conference, Compliance, OFCCP Desk Audits, and Getting Involved
Submitted by C. Denise Henderson, PHR, GPHR, Dulles SHRM Legislative Liaison
Last Call: SHRM Legislative Congress - 2011
You still have a chance to register
for the SHRM 2011 Legislative Conference. It is in Washington, DC, March 14-16,
2011. This is an excellent opportunity to network, visit your elected
officials, and get informed about the latest legislative issues pending at the
federal and state levels as well as compliance and regulatory issues that
affect Human Resources in your workplace. Some of the topics to be covered
will include DOL initiatives, Social Media, Immigration Laws, Compliance and
the ever changing Health Care Reform.
Register today at www.shrm.org/conferences/leg.
Know Everything about Compliance?
Its okay, most of us need to
reference a website, an attorney, or a law book for that information too. Why
not check out http://www.dol.gov/compliance/ for help
today? You can search by topic, by law, or by the audience type – including
federal contractor, youth and small business.
Are You Prepared for an OFCCP Desk Audit?
I recently attended Steptoe and
Johnson’s annual Employment Law Update. I listened intently as the attorneys
explained how desk audits are becoming the norm for federal contractors. Every
25th contractor that receives the letter audit would now be subject
to a full desk audit. Don’t let the name fool you – a desk audit can include a
desk audit, an onsite review of records, and an offsite review of records.
They went into a detail about how hiring practices would be examined further,
with more defined areas such as comparing minority groups against other
minority groups. Evaluations may also occur pre-award in contracts involve
$10M or more. Wage and hour, OSHA and incorrectly identified independent
contractors are also subject to review in this directive. SHRM National has an
excellent article on this, including what all is involved in the process. You
can find the SHRM article at http://www.shrm.org/LegalIssues/FederalResources/Pages/OFCCPActiveCaseEnforcement.aspx. To view
the OFCCP directive, check out http://www.dol.gov/ofccp/regs/compliance/directives/dir295.htm.
Are You Involved?
SHRM’s Advocacy home page has an interesting quote by Thomas
Jefferson. “America is not governed by the majority, but by the majority of
those who participate.” I agree. If you want a politician to vote a
certain way on something, I recommend you tell that politician how you want
them to vote. It does not work all the time, but I would venture to say it will
happen more than if you did nothing. If you are interested in getting involved
in a group campaign, or need help getting involved individually, reach out to
Denise Henderson at denise@hrexploration.com. Denise is Dulles
SHRM’s Legislative Liaison and SHRM National’s District Captain for Virginia’s
8th Congressional District.

My Monkey Please: Handling Difficult Employee Conversations
In the classic Harvard Business Review article, Management
Time: Who’s Got the Monkey? William Oncken and Donald Wass tell us that the
burdens of our subordinates always seem to end up on our backs. Their article
is filled with tips on how to rid ourselves of those burdens by never taking
our employees’ monkeys!
So, if you are a “monkey taker” and walk around
all day with the burdens of your employees weighing you down, come join our
discussion around handling difficult employee conversations. We’ll share ideas,
learn a proven method to hand back those monkeys and test our newfound skills
with some scenarios.
This discussion will be facilitated by Janet
Geib, President of JG Training & Developing, LLC and Dulles SHRM member.
Please join us to share your thoughts and ideas
with the group. You are welcome to extend an invitation to interested
colleagues. No fee is charged for attending. However, registration is
required on-line, at least 24 hours in advance, via the Dulles SHRM web site (www.dullesshrm.org) -- Chapter Discussion Groups. If you have

Effective Practice Guidelines
If you are like most HR professionals, you probably lack the time
to keep up with the latest research findings in human resource
management. Yet knowing which HR practices have been shown by research to
be effective can help you in your role as an HR professional. The SHRM
Foundation’s Effective Practice Guidelines are a series of reports that distill
the latest research findings and expert opinion into specific advice on how to
conduct effective HR practice. They are written in a concise, easy-to-read
style to provide practical information to help you do your job better.
The SHRM Foundation publishes new reports each year. Recent
reports include Onboarding New
Employees: Maximizing Success and The Search for Executive Talent: Understanding the
Process and Setting It in Motion.
Onboarding New Employees: Maximizing
Success will explain how onboarding fits into the larger business context,
what new employees can do to help facilitate their own
orientation process and why onboarding is a critical part of an effective
talent management strategy.
The Search for Executive Talent: Understanding
the Process and Setting It in Motion provides an overview of the
executive search process and offers specific research-based recommendations for
increasing its success rate.
Other titles in the series include Employment Downsizing and Its
Alternatives, Recruiting
and Attracting Talent; Retaining Talent; Developing Leadership Talent;
Implementing Total Rewards
Strategy; Learning
System Design; Employee
Engagement and Commitment; and more. All of the titles are
available as free .pdf downloads under "SHRM Foundation Products" on
the Foundation website (www.shrm.org/foundation). The
Effective Practice Guidelines series is made possible by your tax-deductible
contributions to the SHRM Foundation.
