PRESIDENT’S MESSAGE


December is here and it’s time for the usual holiday stress fest.  End of the year performance evaluations, cookie exchanges, open enrollment meetings, benefit questions, holiday shopping, salary budgets, decorating, and, no matter how strategic we try to be, our seat at the table often includes planning the office holiday party.  But I love a good party, especially when you get one with the right mix of old friends, new friends, laughter and (let’s be honest) holiday goodies.


So I hope you will plan to join me at Dulles SHRM Holiday Party and Networking Extravaganza on Wednesday, December 8th.  We will celebrate our accomplishments for the year, install our 2011 board of directors, and start the evening with a free drink ticket for each attendee, compliments of Capital Search Group LLC.  It has been an action packed year with our highly rated monthly programs, successful spring seminar, membership over 300 and increased community service to our partners at Reston Interfaith and the Embry Rucker Shelter.  The work of the chapter continues with the help of its dedicated board and members.   Keli Winter (winner of the HRLA Emerging Leadership Award earlier this year), will serve as President for 2011 has some phenomenal ideas for the future of our chapter.  So take a breather on December 8th and help us celebrate Dulles SHRM – YOUR Chapter of Choice! THE FUTURE OF HR:  WHAT’S NEXT FOR THE PROFESSION?

Although the deep recession of 2008-2009 is technically over, all signs point to a slow “jobless recovery,” with unemployment expected to remain close to 10 percent throughout 2010 and around nine percent in 2011.  In this presentation, you will explore four major challenges HR professionals will face in this difficult post-recession economy and a two-part strategy for turning the challenges into opportunities for your organization.  In addition, you will look at two case studies – Zappos.com and Leviton Manufacturing – where the strategies have brought impressive bottom-line results, as well as employee retention, engagement, and productivity.

About Our Speaker:
Janet N. Parker is the Chief Global Membership Officer of the Society for Human Resource Management (SHRM), the world’s largest association devoted to human resource management.Parker oversees all strategic outreach and liaison activities with SHRM’s 250,000 members throughout the United States and in more than 140 countries. Prior to joining SHRM, Janet Parker was executive vice president of human resources at Regions Financial Corporation in Birmingham, Ala.  Parker’s department had responsibility for providing strategic HR direction to Consumer Services, Business Services, Trust, and the bank's Management Associate program. Parker also held various senior HR positions in small and medium sized organizations in non-profit, insurance and manufacturing. A SHRM member for 21 years, Parker has held a variety of volunteer leadership positions at the local, state and national level.  Most recently she was chair on the 2007-2008 SHRM Board of Directors and Immediate Past Chair on the 2009 SHRM Board of Directors. In January 2008, Parker was appointed by President Bush to serve on the President's Advisory Council on Financial Literacy. Her role on the Council was Chair of the Workplace Committee. Most recently, Parker served on the Advisory Council for the Birmingham Society for Human Resource Management (BSHRM) and was also on the board of the Central Alabama Financial Education Coalition. She received her undergraduate degree from Jacksonville State University in Jacksonville, Alabama.

Happy Holidays!  Hopefully your Thanksgiving food coma has subsided enough that you are enjoying the further culinary merriment of the holiday season.  It is conceivable that our nation’s leaders are doing the same, but as of yet, their list of “must-do’s” vastly outstrips there “have done.”  With the mid-term elections now complete (save one challenge over Alaska’s Senatorial election), here are a few things to keep in mind as the current “lameduck” Congress pushes forward…

Elections Shake Up Congressional Make Up
As discussed last month and bandied upon ad nauseum by any political pundit you happen to hear, many of the Democratic members of Congress who came in with President Obama two years ago will not be returning for the second half of his term.  The 112th Congress will feature a Republican majority in the House and a much slimmer Democratic majority (52-48) in the Senate.  Given the difficulty faced by the Democrats in passing legislation when the possessed majorities in both houses, anyone expecting a sudden lift to gridlock is likely in for disappointment.

Instead, in an election season marked by the influence of the populist tea party movement, bickering could possibly be even greater than before albeit with a Presidential veto looming such campaign trail claims such as repealing healthcare reform seem unlikely,

Key Leadership Largely Unchanged
Helming the Congressional action will be a very similar casts of characters save for the change in titles from majority to minority for House Democrats.  Current House Minority Leader John Boehner (R., Ohio) will become speaker in January, while current Speaker Nancy Pelosi will take on the minority leader duties. 

Notwithstanding this relative consistency in leadership, the House they work in is likely to be quite polarized.  This is in part due to the impact of the Tea Party, but not necessarily because of elected “tea party” representatives.  Instead, while those members will be heard, the Democrats are likely to be more broadly liberal – a result of 22 out of the 53 members of the conservative Blue Dog Democrats losing re-election and another five retiring.  The “Blue Dogs” were the group that worked to bridge the gap between the two parties in the current Congress.

Paycheck Fairness stalled – Permanently? 
The Paycheck Fairness Act – an effort to fundamentally change the Equal Pay Act – failed to garner the needed votes to be debated (the oft mentioned “cloture” vote).  In a vote directly along parties lines (save Democratic Senator Ben Nelson (Nebraska) who voted with Republicans against debate), the bill’s failure likely means it is dead for this Congress, at least as a standalone bill.  It remains to be seen if any effort is made to squeeze it in to another bill. 

Lame Duck Session Still Holds The Keys…
Congress still has not enacted a budget or any of the 12 core spending bills which are the lifeblood of the federal government.  Politics aside, this must be accomplished when legislators return from Thanksgiving.  Among the things the Senate has accomplished since the election:

a. Canceled a vote on natural gas and electric vehicle rebates, infrastructure and deployment, controversially funded by upping an oil barrel tax from 8 to 21¢, in order to negotiate more.

b. Voted 74-25 to spend 30 hours debating whether to debate (yes, that’s right) a food safety bill.

As for the House, the House Ethics committee convicted Congressman Charlie Rangel (at 80 elected by 80% to his 21st term) of 11 ethics violations; but only censure or reprimand — not expulsion — is likely.

What will they get done?  Will they renew the Bush-era tax cuts set to expire on January 1, 2011?

SHRM TESTIFIES BEFORE THE EQUAL EMPLOYMENT OPPORTUNITY COMMISSION (EEOC)

Long-time SHRM member, Cornelia Gamlem, President of GEMS Group, Ltd,. testified before the EEOC on the issue of workplace age discrimination in today’s economy.  In recognition of SHRM’s role working with HR professionals, the EEOC invited SHRM to participate on a panel with AARP to discuss effective practices for older workers.  Against the backdrop of high unemployment among older Americans, the EEOC’s stated purpose was to raise awareness of age discrimination and identify effective practices to avoid it.  SHRM’s testimony highlighted several effective practices:

√  Strategies to create discrimination-free workplaces that recognize the value of older workers;

√  Programs, such as flexible work arrangements, that enable employees to work longer if they choose to do so;

√  Ways to implement reductions-in-force to avoid inadvertent age-based discrimination.

About our Organization

The Dulles Chapter of The Society for Human Resource Management first met on January 21, 1987 and was chartered on June 24, 1987 with 61 charter members.  It has grown to more than 250 members.  The Dulles Chapter is a 100% Chapter where all members are required to maintain membership in the national organization.  In addition to programs providing information to human resource professional, the Dulles Chapter is a Pinnacle Award Winner and continues to be a Superior Merit Award Chapter.  The Chapter also holds seminars and workshops dealing with a variety of current topics and issues including certification.

This is Dulles SHRM’s Navigator, the official newsletter of Dulles SHRM, the Dulles corridor’s human resource professional organization.  Dulles SHRM’s Navigator is published monthly.
