Transition Board Meeting

As is our tradition, a Transition Board Meeting will be held on Wednesday, December 10 at 6 p.m. at the Washington Dulles Marriott Suites, the location of our monthly meetings. Attendees include the outgoing 2003 Board as well as the new 2004 Board members. The purpose of the meeting is to transfer responsibilities and to begin planning our priorities for 2004. The meal will be buffet and include all meal preferences. If you are an incoming or outgoing Board member, be sure to contact Sarah Cower (sbirdc@hotmail.com or 540-338-4117) by Monday, December 8 to let her know whether or not you will be attending.

Embry Rucker Shelter Donations Update

During our October dinner meeting, Dulles SHRM members contributed $40.00 for the Embry Rucker Shelter. Contributions were used to purchase two Giant Food gift certificates. Director Anita Bonic extends her sincere appreciation for your generosity.

2004 Annual Dues To Increase By $5.00

The Board voted to increase Chapter dues by $5 to $30 annually effective January 1, 2004. Dulles Chapter dues have not increased for years, and our annual dues are the lowest among local chapters. The dinner/breakfast meeting fee will remain $35 for members thanks to excellent cooperation from the Dulles Marriott in working to minimize food cost increases. However, the non-member meeting fee will increase by $5 to $45 effective January 1. Shortly you will be receiving an invoice for your 2004 dues.

Dulles Chapter Logo Approved

It is tradition among SHRM chapters to design a chapter logo for use on pins, stationery, and chapter publications materials. For several years the Dulles chapter has planned to design our own logo, but plans never materialized. Assistant Vice President, Programs Mary Saily recently proposed to the current Board that we engage the services of Sharon Peacock of Digi Mode Graphic Designs to draft several logo designs for consideration by the Board.

During its November meeting last week, the Board approved one of the several logos presented by Sharon’s organization. The new logo adopts the blue color and “the plane” theme from our website. Look for logo items in the months ahead.

Legislative Update
By Mary Lynn Billitteri, Legislative Liaison

EEOC Public Hearing

One of our chapter colleagues addressed the Equal Employment Opportunity Commission this past month for SHRM on the commission’s proposed revision of the Employer Information Report (EEO-1).

On October 29, Director-at-Large Cornelia Gamlem represented SHRM at a public hearing before the Equal Employment Opportunity Commission (EEOC). The hearing was held to discuss the EEOC's proposed regulations governing the Employer Information Report (EEO-1) form.

EEOC proposed to revise the EEO-1 Report to conform to changes in collecting and reporting race and ethnicity data as a result of Census 2000, where individuals were able to identify themselves as being more than one race or ethnicity. SHRM had submitted comments to the proposed changes. From 1997 to 1999, Cornelia served on a task force of business and government representatives to explore issues related to collecting and reporting workforce demographics in anticipation of the new census format.

Significant points in SHRM's testimony include the separate reporting of ethnicity (Hispanic or not Hispanic) from race and a questionnaire proposed by EEOC; changes to EEO-1 job categories specifically shifting the order of the categories for no significant purpose which will impact the design and development of Affirmative Action Plans (AAPs) and database configuration within employers' human resources information systems; stratifying the officials and managers category to three levels of management, but cross classifying census codes to a distinct level; and financial and timing impact of the proposed changes.

Cornelia is an active SHRM volunteer who served on its Board of Directors in 2000 and 2001 and chaired its Workplace Diversity Committee from 1997 to 1999. SHRM's testimony is available at www.shrm.org/government/regulatory_published/CMS_005911.asp.

A Day Inside the Beltway

Thank you for your enthusiastic response to our proposal for a one-day road trip to visit SHRM National Headquarters, have a private federal and state legislative and regulatory briefing with SHRM’s Governmental Affairs Staff, tour Capitol Hill, and meet with our representatives in Congress. This is a great opportunity for us to learn more about what’s going on “inside the beltway,” how Federal legislation directly impacts our day-to-day work, and how to use HRVoice to influence positive change.

Anyone who has not expressed interest and would like to do so should contact Legislative Liaison Mary Lynn Billitteri (marylynn@americanpressinstitute.org). We are planning a late March or early April trip and will have more details for you next month.

Workplace Breakfast Series: "Critical Issues in Employment Law"

Jackson Lewis LLP, the nation’s leading law firm representing management exclusively in employment and labor matters, is pleased to announce the inaugural Workplace Law Breakfast Series: Critical Issues in Employment Law to the greater D.C. metropolitan area.

HRCI Re-Certification Fast Facts

Many HR professionals are not re-certifying because they forgot, did not receive a reminder, did not know they had to, did not know how, and so forth. We want to help you keep that certification that was so hard to earn by helping you prevent it from lapsing. If you are currently PHR or SPHR certified, please read the following carefully to make sure you will not have to retake the test:

  1. Once certified, it is required that you re-certify every 3 years (i.e., 3 years from the date of your original certification or last re-certification).
  2. 60 hours of learning credit is required during those 3 years.
  3. Credit is earned on an hour-for-hour basis (1 hour of learning equals 1 hour of re-certification credit).
  4. If you do not submit the re-certification form on time, your only option is to retake the exam.
  5. NO supporting documentation should be submitted to HRCI, but should be maintained for your records in case you are audited.
  6. Re-certification requirements have changed in the past year, so make sure to review www.hrci.org.
  7. Re-certification credits can now be earned online at www.hrci.org.
  8. Credit is awarded for HR-related activities in these categories:
    • Continuing Education: Credit awarded hour to hour.
    • Instruction: 1 hour taught =- 1.5 credit hours awarded (may include an in-house course that you deliver).
    • On-the-Job Experience: Credit awarded for first-time work activity if it broadens your knowledge of the field of HR.
    • Research/Publishing: Conduct research, write, or publish for the industry
    • Leadership: Your external leadership activities count.
    • Professional Membership: Become a member of a national HR-related professional association and earn your credit hours.

Re-certification allows candidates to maintain their designation and the privilege of using the designation on business correspondence. PHR and SPHR certified professionals who do not re-certify must immediately stop using the PHR and SPHR credentials. Failure to do so not only places the user in violation of trademark laws, but violates the HRCI code of conduct and the SHRM code of ethics.

Answers to all of your re-certification questions may be found at www.hrci.org. A re-certification form is available at http://hrci.org/recertification/Recert_app_only.pdf. There is a $75 processing fee. If you have changed jobs or addresses, please notify HRCI (HRCI is a separate organization from SHRM) at hrci@hrci.org.
